New Agricultural Production Regulation: What is Changing in the Agricultural Sector?

New agricultural Production regulation: What is changing in the agricultural sector? The regulation determining the procedures and principles regarding the planning of agricultural production created by the Ministry of Agriculture and Forestry has entered into force after being published in the Official Gazette.

New Agricultural Production Regulation: Bringing Guidance and Regulation to Farmers.

The new regulation published in the Official Gazette includes the planning of production on a per agricultural basin or enterprise basis for crop production, animal production, and aquaculture. In this context, it will not be possible for farmers to produce without obtaining permission.

The Agricultural Production Planning Board will be established to make agricultural production predictable and manageable. The Board will consist of the following members:

  • Chairperson: Deputy Minister (to be assigned by the Minister)
  • General Director of Fisheries and Aquaculture
  • General Director of Crop Production
  • General Director of State Hydraulic Works
  • General Director of Livestock
  • Head of Ministry Strategy Development
  • General Director of Agricultural Reform

The Board will meet at least twice a year upon the call of the chairperson, and decisions will be taken by an absolute majority. In case of a tie, the decision will be considered taken in the direction of the chairperson's vote.

The duties of the Board include determining products or product groups subject to production planning, determining minimum and maximum production quantities, directing agricultural production by considering socio-economic conditions, production costs, international developments, and environmental factors, ensuring supply security, increasing productivity, planning agricultural production in suitable ecologies by considering climate change, and determining production planning on a basin or enterprise basis.

Especially in crop production planning, contracted production, organic farming, good agricultural practices, use of modern irrigation systems, products with rotation requirements, and common production areas of farmer organizations are among the priority permission areas of this board. These regulations have been implemented to ensure that agricultural production is more sustainable and efficient.
