Grain Purchase Process

Grain is one of the most important elements of the agricultural sector, and the wheat and barley purchase process in Turkey carries significant importance. Managing this process effectively and efficiently plays a critical role in ensuring producers receive the reward for their labor and supporting the national economy.

From Whom Does TMO Purchase Wheat/Barley?

The Turkish Grain Board (TMO) makes wheat and barley purchases from producers who produce in licensed areas and are registered in the Farmer Registration System (ÇKS), as well as from cooperatives and unions of which the producers are partners. In this way, only the products of farmers who perform registered and traceable production are included in the purchase process.

What Are the General Matters That Producers Should Pay Attention to in the Purchase Process?

Our producers who wish to deliver their products to TMO workplaces or licensed warehouses with which TMO has an agreement must;

  • Update their ÇKS information,
  • Make an appointment at the address "https://randevu.tmo.gov.tr" or via "e-Government" or from TMO workplaces,
  • Open a TMO-specific account at banks with which TMO has an agreement,
  • Come to the purchase points on the appointment day with their product, along with their T.R. Identity Card, bank card, or bank account numbers,
  • In case they cannot attend the appointment, provide a notary power of attorney to the person who will deliver the product,
  • In the event of the death of the producer registered in ÇKS, the heir determined by the certificate of inheritance or one of the heirs (provided that they obtain a power of attorney from a notary) must apply to the TMO workplace to make an appointment,
  • For licensed warehouses, open an investment account that allows ELÜS (Electronic Product Voucher) transaction orders from the bank and apply to the nearest
  • Turkish Product Specialized Exchange (TÜRİB) agencies with identity document, investment account, and residence address information to become a member of TÜRİB.
  • From which banks can a bank card be obtained?
    The contracted banks where accounts can be opened are; Akbank, Albaraka Türk, Denizbank, Halkbank, İş Bankası, Şekerbank, Vakıflar Bankası, Yapı ve Kredi Bankası, and Ziraat Bankası. Producers must have their bank card/bank account number/bank passbook related to the TMO account they will open at any of these banks with them while delivering their products.
  • Do those who previously had a bank card in the name of TMO at the banks determined by TMO need to open a new account and get a new card again?
    Our producers who have previously opened a TMO-specific account at banks with which TMO has an agreement do not need to open a new account again. However, the active or passive status of previously opened TMO-specific accounts should be checked through the bank, and passive accounts should be reactivated by contacting the bank.
  • Do those who have a special account/card from the banks with which TMO has an agreement need to open a new account and get a card in the name of TMO again?
  • Producers who have a special account at the banks with which TMO has an agreement can carry out their payment transactions through those cards by having the TMO account defined to those bank cards as well.
  • What is ÇKS and is it necessary to have a ÇKS registration for the purchase?
    The Farmer Registration System is a system that contains the land assets where producers perform farming. TMO makes its purchases from producers registered in the Farmer Registration System (ÇKS) and from cooperatives and unions of which the producers are partners.
  • Where is ÇKS information obtained from?
    It must be obtained from provincial/district directorates of agriculture and forestry. ÇKS information is obtained online from the Ministry of Agriculture and Forestry Farmer Registration System while making an appointment.
    What does updating ÇKS registration mean and what happens if it is not updated?
    The amount of product that producers will give to TMO is obtained by multiplying the land size belonging to the producers by the district-based yield values determined by the yield estimation commissions established under the coordination of provincial and district directorates of agriculture and forestry. Therefore, a change in the land size of our producers within 1 year can change the amount of product that can be given to TMO.
    If the producer obtains the ÇKS registration after the TMO purchases have started, can they give their product to TMO?
    The TMO Appointment System works integrated and updated with our Ministry's ÇKS system, and if the producer has a ÇKS registration in our Ministry's system, the producer can make an appointment regardless of the registration time.
  • Can products be delivered without an appointment?
    Products cannot be delivered to TMO and licensed warehouses with which TMO has an agreement without making an appointment.
  • Is there anything necessary to be done before the appointment?
    To make an appointment, first of all, the Farmer Registration System registration for the product to be delivered must be made at the Provincial/District Directorates of Agriculture and Forestry at the beginning of the production season, and if there is a change, the ÇKS registration must be updated before making an appointment.
  • How to make an appointment?
    The appointment process will be done with the T.R. identity number for natural persons and with the tax number for legal entities with a ÇKS certificate. Producers can make their appointments in two ways.

1- Method of making an appointment over the internet; In this method, the system main page is accessed by clicking the “PRODUCT PURCHASE APPOINTMENT” button at the address "http://www.tmo.gov.tr" or from the address "http://randevu.tmo.gov.tr". Access to the system is provided by writing the TR or Tax number on the main page or via the “e-Government” button.
2-Method of making an appointment by applying to TMO workplaces; In case of application to TMO workplaces by presenting identity, the appointment is made by TMO personnel.

  • Can making an appointment or canceling an appointment be done by calling on the phone?
    It is not possible to make or cancel an appointment by calling the relevant units of TMO on the phone.
  • On which days can appointments be made?
    Appointments are given for every day except Sundays and official holidays.
  • How should the “Product to be Delivered” field be filled in the system?
    In the "Product to be Delivered" field, an appointment can only be made for the selected product, and also field and production information belonging to the selected product registered in ÇKS can be seen. For example; if a producer with a wheat registration in ÇKS selects the wheat product in the "Product to be Delivered" field, they can only make an appointment for wheat and can only see the information belonging to the wheat registered in ÇKS.
    While making an appointment, does the producer have the right to choose in determining the purchase center and purchase amount within their own region in the system?
    Workplaces where the product can be delivered according to the district defined in ÇKS are automatically seen on the screen in the appointment system. In this context, an appointment can be made for the purchase point to be chosen from the purchase centers appearing only for the producer in the system.
  • Does the type or variety of wheat also need to be specified while making an appointment for “wheat” in the system?
    In appointment processes, there is no distinction between bread and durum wheat in the "Product to be Delivered" section; only a wheat appointment is given.
  • What is the minimum purchase amount?
    Producers will be able to make an appointment for a minimum of 5 tons. However, if the total production amount registered in ÇKS is over 5 tons and the remaining amount for the last appointment is less than 5 tons, they can make an appointment once. For example; a producer who has 14 tons of wheat in ÇKS will make 2 appointments as 6 tons + 6 tons, and for the remaining 2 tons right, they will be able to make a 2-ton appointment only for once. Appointments will not be given as 1 ton + 1 ton.
  • How many appointments can a producer make?
    A producer can make a maximum of 3 appointments on different days. If 1 of these 3 appointments is attended or canceled, a new appointment can be made; a 4th appointment cannot be made without attending or canceling 1 of the appointments.
  • Can appointments be made for two different days at the same time?
    If the amount of product they can sell is more than 5 tons, appointments can be made for two different days at the same time.
  • Can more than one appointment be made for different products within one day?
    A producer can make an appointment for only 1 product at one workplace in 1 day. A producer's different product will not be taken on the same day, and also an appointment cannot be made for a different workplace.
  • Can the cancellation of the appointment be done how many days before the appointment or on the same day?
    Appointments can be canceled via the internet until 18.00 one day before the appointment date, through the appointment cancellation link in the SMS sent to them, or by applying to the workplaces. In applications made to the workplace, a petition will be taken provided that identity is declared. Appointment cancellation cannot be made within the same day.
  • How many appointment cancellation rights are there?
    There is no limit on the right to cancel an appointment.
  • Can an appointment be made again in cases where appointments are not attended?
    If taken appointments are not attended twice without being canceled, an appointment will not be taken from the system again; appointments taken for later dates will also be canceled.
  • Can a producer who did not go to their first appointment take all of their product to their second appointment?
    They will be able to deliver as much product as the appointment they took for their second appointment. For their remaining product, they will be able to deliver their product by making a new appointment.
  • Who can give the product in case of death?
    In the event that the producer registered in ÇKS dies, if the heir determined by the certificate of inheritance or one of the heirs (provided that they obtain a notarized power of attorney from other heirs) applies to our Institution, appointment and purchase processes will be carried out through the said heir.
  • Will the taken appointments be posted at the purchase centers?
    Daily Appointment Lists will be posted at a point where everyone can see them in all workplaces, containing only the name, surname, and the last 3 digits of the TR identity numbers (For example; TR: ********731).
  • Can those who fall into the banned status in making appointments make an appointment the following year?
    Producers who fall into the banned status in the 2023 purchase period will not be able to make an appointment in 2024.
  • In the 2024 grain purchase period, which products will be purchased at what price?
  • When will the payments be made?
    Product price payments (TMO and ELÜS) will be transferred to the bank accounts of the producers within 45 days following the product delivery.
    The payment amount determined in the purchase can be less than the payment amount deposited in the bank. What is the reason for this?
    The price specified in the A-voucher copy given to the producers who sell their products to TMO at the purchase point is the gross purchase price, and legal deductions and service fees are not included in the gross purchase price.
  • Can the price determined for the product after the analysis processes in the purchase be more or less than the general price determined by TMO?
    The price announced by TMO is the 2nd group wheat price. If it turns out to be 1st group as a result of the analysis, there will be pricing above the announced price, or if it turns out to be 3rd group, there will be pricing below it.
  • Will premiums and support be given?
    Within the framework of the procedures and principles to be determined by our Ministry, difference payment support up to 1,750 TL/Ton for wheat and 750 TL/Ton for barley will be given to all our producers registered in the Farmer Registration System.
  • Which document is given to the producer from where to benefit from the premium payment given by the Ministry?
    Producers who deliver their products to TMO must take the producer receipt issued by the TMO workplace after product delivery and deliver it to the Provincial/District Directorates of Agriculture and Forestry to which they are affiliated.
  • Which deductions are made in purchases?
    2% withholding tax is deducted, and in temporary purchase centers, a 1% service fee deduction is made.
    Deductions made from producers who have premium debts to SGK or whose debts will be collected through execution offices are not made by TMO but by banks upon the instructions of the relevant institutions.
  • Is there a service fee deduction?
    A “service fee deduction” (1%) will be made only in temporary purchase centers.
  • By whom will the exchange registration fee be covered?
    The exchange registration fee of the product sold to TMO workplaces will be covered by TMO.
  • Are the claims that TMO deducts a certain amount from the product it receives true?
    TMO takes only 1 kg of sample as an analysis sample from our producers, and the remaining amount is delivered to the producers.
  • How much product can a producer give?
    The entire production amount registered in ÇKS can be purchased.
  • Is it possible to purchase the product above the purchase amount determined at the purchase point?
    Although the amount of product to be delivered is limited to the production amount registered in ÇKS, the entire last vehicle load of our producer is taken.
  • Is there a lower limit/boundary for giving products to TMO?There is no lower boundary for giving products to TMO.
  • Is there an obligation to give all of the product included in the ÇKS registration to TMO?
    Producers with ÇKS registration can evaluate their products in any amount they want, both at TMO and in the market.
  • If a producer has different varieties of wheat/barley, how should they be brought to the purchase?
    Producers, in product delivery;
    -Wheat separately, barley separately,
    -Their wheat in different vehicles according to durum or bread status,
    -And bread wheat in separate vehicles according to color status (white/red)
    must bring them.
  • Will producers be able to sell the product they give to licensed warehouses to TMO?
    Our producers will be able to sell the product they deliver to the warehouses belonging to the licensed warehousing companies that have signed a protocol with TMO to TMO as an Electronic Product Voucher (ELÜS).
  • What needs to be done to deliver products to licensed warehouses?
    Producers who will deliver products to licensed warehouses
    Must open an investment account that allows Electronic Product Voucher (ELÜS) transaction orders from any bank and apply to the nearest Turkish Product Specialized Exchange (TÜRİB) agencies with identity document, investment account, and residence address information to become a member of TÜRİB.

  • Where can licensed warehouses contracted with TMO be learned from?
    Licensed warehousing companies that have signed a protocol with TMO are published in the "Contracted Licensed Warehouses" section under the "Sustainability" heading in the "Information Center" tab at www.tmo.gov.tr.
  • By whom can the products be delivered?
    In case the product owner
    cannot make product delivery for any reason, delivery can be made by the person to whom they give a power of attorney (notarized).
  • By whom will the business and transactions be carried out in the event of the death of the producer registered in ÇKS?
    It can be done over the ÇKS limits of the deceased producer from the heirs determined with the certificate of inheritance (inheritance certificate) to be obtained from the court or notary belonging to the deceased producer registered in ÇKS. In case of more than one heir, the heirs will give a notarized power of attorney to one person among them stating that they are authorized for product sale and collection.
  • If the wheat/barley land is registered in the name of several people, who should take the product to the purchase?
    TMO makes its purchases from producers registered in the Farmer Registration System (ÇKS) and from cooperatives and unions of which the producers are partners, in the amount registered in ÇKS. Therefore, in whose name the ÇKS is registered, product purchase is made through these persons.
  • Which documents are required for the purchase?
    Producers who come to the purchase point to sell their products must bring, in addition to the product in the amount specified in the appointment system;
    -Original and photocopy of the document containing the TR identity number (Identity card, driver's license, and passport),
    -Bank card/bank account number/bank passbook related to the TMO account to be opened at any of the banks with which TMO has an agreement.
  • On which days and between which hours are purchases made?
    Purchases will be made at TMO workplaces 6 days a week, except for official holidays and Sundays. Purchases start at 08.00 in the morning and continue until 20.00 in the evening.
  • At what time of the day given for the appointment should one go to the purchase place?
    The appointment system is only daily and not hourly. Therefore, producers who bring their products to sell to TMO are subjected to purchase processes in order on the appointment day.
  • Can old year crops or imported products be purchased?
    Old year crops or imported products will definitely not be purchased. In case it is determined that old year crops or imported products have been sold or attempted to be sold to our Institution, the producer's product sale to our Institution (except poppy) will be blocked for 2 years.
  • Will products taken more than the amount taken in the appointment be purchased by TMO?
    The producer can bring as much product as the appointment amount they took at each appointment. Provided that it does not exceed the ÇKS amount, the last vehicle load exceeding the appointment amount can be taken.
  • What kind of situation is encountered if the product is brought with a non-tipping vehicle or a vehicle whose tipper is not working?
    In the 2024 purchases, unlike previous years, if the product is delivered with a non-tipping vehicle or a vehicle whose tipper is not working, an unloading fee of 75 TL/Ton+VAT will be taken from all sections in cash purchases (except those who turn from purchase with commitment to cash purchase). If the product is brought with a tipping vehicle, no unloading fee will be taken.
  • Is any fee given for the loading, unloading, and reloading processes at the time of purchase?
    Third parties such as loading and unloading workers etc. will not demand fees from producers under any name whatsoever.
  • What needs to be done in case the product owner gives up giving the product at the purchase place or in case of product rejection?
    In case the product owners who come to the workplaces by taking an appointment give up giving their product to TMO for any reason or if their product is rejected as a result of the analysis; TMO REJECTION or Producer REJECTION must be made on the product document arranged so that the producer can take an appointment again for the rejected product amount. Otherwise, since the producer will be considered as not having come to their appointment that day by the appointment system, it will cause producer victimization.
  • How will the producer's objection to the decision given regarding the product be?
    In case the product owners object to the analysis made, action will be taken according to article 11 of the "Pricing and Payment Principles" section of the Application Regulation Regarding Grain Purchase and Sales Principles, and this section will be arranged in a way that producers will understand and posted at workplaces.
  • When will the purchases end?
    As long as there is product supply to our Institution, the appointment system will remain open and purchases will continue.
  • What is the contact information?
    Producers will be able to get information about TMO purchases from the TMO website (www.tmo.gov.tr), TMO workplaces, and the Alo Product Line [312 416 34 10 (8 lines)].
